Two things I've heard reports have helped - running the redists that come with the Steam client, or reinstalling the Steam client itself. I will update this pinned post when I have any more information.

If you have found something that works, please post it here, including if either of the fixes mentioned above have helped. Really, no need to post that anywhere in this forum. It's a widespread problem affecting multiple games - it seems to be affecting Steam itself.
